Here are some of the latest updates from PMRDA in 2024

  • On 12th March 2024, PMRDA conducted an e-Auction for 7.14 hectares of land, comprising final plot numbers 19 and 20, located at Bhamburda (Shivajinagar) TPS01 in Pune.
  • On 23rd January 2024, PMRDA issued a notification under Sections 19(1), 21(2 to 5), and 22(1) of the Rights Act, 2013. This notification aims to ensure fair compensation during land acquisition, rehabilitation, and resettlement for land number 1620 along the Hinjewadi to Shivajinagar Metro Project Line-3, situated in Aundh, Pune City.
  • Additionally, on 12th January 2024, PMRDA initiated an e-auction for the lease of educational plots. This endeavor is aimed at creating basic infrastructure for education in the Pune Metropolitan Region.

Jurisdiction of PMRDA

PMRDA Projects

Hinjewadi to Shivaji Nagar Metro


The Pune Metropolitan Region Development Authority (PMRDA) is spearheading the development of the Pune Metro Line-3, connecting Hinjewadi, a prominent IT park, to the city center of Shivajinagar. This initiative aims to tackle traffic congestion in Rajiv Gandhi IT Park, Hinjewadi, and nearby areas while fostering sustainable urbanization.


The metro line spans 23.203 kilometers and includes 23 stations, starting from Maan, Hinjewadi, and traversing through Wakad, Balewadi, Baner, University Chowk, and terminating at Hon'ble District and Sessions Court, Pune. Notably, this project is the first to be implemented under the Public Private Partnership (PPP) model, following the Central Government's New Metro Rail Policy of 2017.


Awarded to a joint venture between TRILL Urban Transport Pvt Ltd and Siemens Project Ventures GmbH, the project operates under the Design, Build, Finance, Operate, and Transfer (DBFOT) model. A special purpose vehicle, 'Pune IT City Metro Rail Limited,' has been established to oversee its execution.


With a design capacity of 30,000 Peak Hour Peak Direction Traffic and an estimated daily ridership of 3.33 lakh commuters, the metro promises to significantly alleviate traffic congestion and reduce pollution levels. Additionally, it aims to enhance travel efficiency, safety, and comfort, with an approximate travel time of 35 minutes for the entire route.


The project, with an estimated cost of Rs. 8313 crores, including land acquisition and utility shifting expenses, is expected to yield multiple benefits. These include improved air quality, reduced road traffic, enhanced mobility for residents and professionals, and the attraction of further investments, thus fostering regional growth and prosperity.


At its preliminary stage, the Pune Metro Line-3 project represents a pivotal step towards modernizing urban transportation infrastructure, promoting sustainable development, and enhancing the overall livability of Pune and its surrounding areas.



Pune Ring Road


The Pune Ring Road project, initiated by the Government of Maharashtra, aims to address the growing vehicular congestion outside Pune and Pimpri Municipal Corporation areas. Originally proposed in 1997 with a width of 90 meters, the project underwent revisions, with the government approving a wider 110-meter road network in 2017. Additionally, alterations in the road's alignment were made in 2019 to accommodate changes in various locations along the route.


Spanning approximately 128.08 kilometers, the Pune Ring Road project boasts a total width of 65 meters and includes significant infrastructure elements such as two railway over bridges, five tunnels, and fifteen major bridges. The project is divided into four phases: Phase I, Phase II, Phase III, and Phase IV, each targeting specific sections of the road network for development.


With a total estimated cost of ₹17,412 Crore, including land acquisition expenses, the project is poised to enhance connectivity and ease traffic congestion in the region. Currently in its preliminary stage, the Pune Ring Road project holds promise for significant infrastructure development and improved transportation links in and around Pune.


Chhatrapati Sambhajiraje International Airport


The Chhatrapati Sambhajiraje International Airport project, located in Pune (Purandar) District, is a significant endeavor aimed at expanding air transportation infrastructure in the region. With a total area of 2,832 hectares earmarked for the airport's development, the project spans multiple villages under the jurisdiction of the Pune Metropolitan Region Development Authority (PMRDA) as well as those outside it.


To facilitate the development process, the Maharashtra Government has appointed Maharashtra Airport Development Co. Ltd. (MADCL) as the Special Planning Authority (SPA) and Nodal Agency for the project. Currently, the Detailed Project Report (DPR) is underway, led by consultant M/s. Dorsch Consultant (India) Pvt. Ltd., appointed by MADCL.


The estimated total expenditure for the Pune (Purandar) International Airport project stands at Rs. 3,513 Crore. To fund this initiative, a Special Purpose Vehicle (SPV) is being established, with capital contributions from CIDCO (51%), MADCL (19%), and PMRDA (15%). PMRDA's proposed investment of Rs. 526.95 Crore underscores its commitment to the airport's development, with administrative approval already granted for its share.


At its preliminary stage, the project signifies a crucial step towards enhancing air connectivity and fostering regional development. With investments in infrastructure and strategic partnerships in place, the Chhatrapati Sambhajiraje International Airport project holds promise for unlocking economic opportunities and bolstering transportation networks in Pune and its surrounding areas.


Pune Mumbai Hyperloop


The Pune-Mumbai Hyperloop Project proposes to revolutionize transportation between the two major cities by employing cutting-edge Hyperloop technology. This innovative system promises to drastically reduce travel time from Pune to Mumbai to approximately 30 minutes by utilizing specially designed passenger pods traveling through sealed tubes within a partial vacuum environment. Operating on electric propulsion and magnetic levitation principles, Hyperloop offers a high-speed, energy-efficient mode of transportation.


Due to the novel nature of Hyperloop technology, the project's technical and financial feasibility is being assessed through the Swiss Challenge Method, in accordance with the Maharashtra Infrastructure Development Enabling Authority Act, 2018. This approach allows for proposals from interested parties to be invited and evaluated against the original proposal, ensuring transparency and competitiveness in project development.


The project is being spearheaded by a consortium consisting of DP World FZE and Hyperloop Technologies INC, who have been declared as the Original Project Proponent. As per the requirements of the Maharashtra Infrastructure Development Enabling Authority, the consortium has submitted the necessary documentation, including details on project implementation and land availability. The project is currently in the phase of seeking information about the availability of land from various authorities, marking a significant step forward in the realization of this ambitious transportation initiative.


Pradhan Mantri Awas Yojana (PMAY)


The Pradhan Mantri Awas Yojana (PMAY) is a flagship initiative of the Government of India aimed at providing affordable housing to the urban poor. Under PMAY, three schemes have been introduced to cater to different segments of society:


  • Credit Link Subsidy Scheme (CLSS): This scheme targets economically weaker sections and low-income groups by providing a subsidy on home loan interest rates. Families with an annual income of up to 18 lakhs are eligible. The maximum area of construction allowed is up to 200 square meters. Applicants need to submit documents such as income certificate, Aadhar card, PAN card, and proof of land ownership if applicable.
  • Affordable Housing Projects (AHP/PDD): AHP/PDD aims to create affordable housing systems in partnership with private or government developers. Families with an annual income of less than 3 lakhs are eligible. The maximum area of construction allowed is up to 30 square meters. Applicants need to submit documents such as income certificate, Aadhar card, PAN card, rental receipt, and proof of land ownership if applicable.
  • Beneficiary Led Construction (BLC): BLC provides a grant for building a house to individuals in Economically Weaker Sections. Families with an annual income of less than 3 lakhs are eligible. The maximum area of construction allowed is up to 30 square meters. Applicants need to submit documents such as income certificate, Aadhar card, PAN card, proof of ownership, and photographs of the proposed construction site.


These schemes aim to address the housing needs of various socio-economic groups, ensuring that every citizen has access to safe and affordable housing. PMAY plays a crucial role in the government's mission to achieve "Housing for All".


Mahalunge Maan TP Scheme


The Mahalunge-Maan Town Planning Scheme, developed by the Pune Metropolitan Region Development Authority (PMRDA), is a significant urban development project aimed at enhancing infrastructure in the region. Approved under the Maharashtra Regional & Town Planning Act, the scheme covers an area of 250.26 hectares and has received administrative approval for infrastructure development amounting to Rs. 616.90 Crore. Initially awarded to M/s Larsen & Toubro Limited, the project faced delays due to the COVID-19 pandemic and other factors, leading to its cancellation.


Currently, efforts are underway to rectify plot variations and incorporate Mahalunge-Maan into the Pune Municipal Corporation (PMC) limits, with PMRDA appointed as the Special Planning Authority. In the fiscal year 2022-23, PMRDA allocated Rs. 101 Crore for the project, with an additional Rs. 30 Crore approved by the Central Government. Works including culverts, road construction, and TPS demarcation worth Rs. 32.60 Crore are set to commence soon, with further infrastructure development scheduled for the following fiscal year, anticipating an expenditure of Rs. 100 Crore by March 2024.


Indrayani Riverfront


The Indrayani River Rejuvenation Project, undertaken by the Pune Metropolitan Region Development Authority (PMRDA), aims to prevent pollution and revitalize the Indrayani River. M/S WAPCOS Limited, Chennai, has been appointed to prepare the Pre-feasibility report for the project. Currently, Vol I - Pollution Abatement Report and Annexure and Vol II - Flood Management, Riverfront Development have been submitted to the National River Conservation Directorate (NRCD) for approval.


The project's scope includes three phases:

1. Phase 1 focuses on pollution abatement, including STP works, solid waste management, eutrophication control, and ecological preservation of the riverbank.

2. Phase 2 addresses flood management through rehabilitation and resettlement, flood protection, embankment works, and upgrading bridge approaches.

3. Phase 3 involves riverfront development, including navigation between Dehu and Alandi, development of ghats, new crematoria, and gardens.


The revised Pre-feasibility Report, costing Rs. 1499.58 Crore, is expected to be submitted to the NRCD for approval shortly through the Department of Environment, Government of Maharashtra.


Yerwada Building


The PMRDA Corporate Office Building in Yerwada, Pune, is a 10-storeyed Green Office Building designed for efficiency and comfort. It features two entrances at the first podium level, parking facilities, and amenities like a citizen waiting lobby, bank, library, canteen, and meeting rooms. The building maximizes daylight while minimizing heat with a green balcony on the western side and incorporates a photovoltaic system for energy efficiency.


Wagholi Fire Station


The Wagholi Fire Station project aimed to provide fire and emergency services to Wagholi and nearby areas. Implemented by an in-house team, the construction of the fire station has been completed. The project's scope focused on constructing a centrally located fire station by Fire Act Guidelines to prevent fires, safeguard lives, and protect property.


Augmentation to Wagholi water supply scheme


The Augmentation to Wagholi water supply scheme project, costing Rs. 23.10 crore, is underway with M/s. Anvi Construction, Sangali, handling the implementation. M/s. Unity I.E. World Pvt. Ltd. serves as the Project Management Consultancy (PMC). Currently, approximately 65% of the work is completed, with ongoing activities including the lowering and laying of the raw water raising main pipeline.


However, progress has been hindered at some locations due to objections from local landowners regarding pipeline laying. Efforts to resolve this issue are underway, with proposals submitted to the collector's office and notices issued to concerned landowners by the Tahsildar. The project encompasses various components such as an intake well, water treatment plant, raising main pipeline, ESRs, pumping machinery, and distribution system, aimed at enhancing water supply to Wagholi and surrounding areas.


Master Plan of Water Supply, Sewage, Storm Water in PMR


The implementation of the Master Plan of Water Supply, Sewage, and Solid Waste in the Pune Metropolitan Region (PMR) is currently in its preliminary stage. The project aims to develop comprehensive strategies for water supply, sewage management, stormwater management, and solid waste management in the region. The preparation of the Master Plan for Water Supply and Sewage is currently in progress.


Development Plan


The Development Plan for the Pune Metropolitan Region (PMR) is a major planning initiative aimed at covering an expansive area of 6166.30 sq. km., encompassing 817 villages. Its overarching goal is to establish PMR as the prime economic hub of India and an international premium investment destination, while fostering employment opportunities and enhancing livability for residents.


Currently, the project is in its preliminary stage, focusing on the preparation of vision documents, drafting the Development Plan, and formulating implementation strategies. Utilizing GIS-based mapping and high-resolution aerial imagery, the plan aims to delineate existing land use in the PMR.


Land Monetization


A private agency, Ernst and Young LLP, has been tasked with assessing the land transferred to the Pune Metropolitan Region Development Authority (PMRDA) for monetization purposes. This initiative involves surveying government-acquired land to raise funds, determining business prospects considering market conditions, and maximizing funding through Public-Private Partnership (PPP) models. Currently, the project is ongoing, with a focus on auctioning off land parcels. So far, auctions have resulted in ₹36.22 Crore in revenue.
