RTO (Regional Transport Office)

The Regional Transport Office, or RTO, is a government institution under the Ministry of Road Transport and Highways. It oversees and controls motor vehicle laws and activities under the Motor Vehicles Act of 1988. Every state and union territory in India has a number of RTO offices that offer a variety of services pertaining to driving permits, car inspections, and vehicle registration. These organizations also have a number of other functions and responsibilities, which are listed below.

Role and Responsibilities of RTOs

  • It is essential to maintaining the Motor Vehicle Department's safety, compliance with regulations, and efficient operation.
  • It is in charge of managing transportation infrastructure, keeping records, enforcing traffic laws, and ensuring road safety. 
  • It supervises the issuance of licenses and permits for vehicles. RTOs are in charge of carrying out any new regulations pertaining to motor vehicles that the government issues.
  • Pollution Under Control (PUC) certificates are issued following vehicle pollution testing.
  • Vehicle registration and issuing of permanent registration certificates.
  • International driving permits are granted.
  • Issuing a vehicle fitness certificate following a vehicle fitness testing.

Services Offered by Regional Transport Office

The Regional Transport Office provides the following primary services:

  • Registration of Vehicles: RTOs are in charge of both new and old car registration. Providing a certificate of registration, assigning a registration number, and attaching a license plate to the car are all steps in this procedure. According to the Motor automobiles Act, owner of cars have the obligation to register them at the nearest RTO office. Driving License Issuance: Following successful completion of the necessary exams, RTOs are authorized to grant driving licenses to qualified candidates. Both a written and a practical driving test are part of these assessments. Depending on the kind of vehicle, there are various license classifications available.
  • Providing Temporary Permits: RTOs provide temporary permissions for vehicles to drive outside their current registration state for just a few days.
  • Permit for Commercial Vehicles: RTOs issue permits for commercial vehicles to operate within specific routes and regions. Permits might be for goods carrying, passenger transport, or contract carriage.
  • Renewal of Licenses and Certificates: Renewing driving licenses, fitness documents, road authorizations, and other required documents with a set validity time are just some of the services that RTOs offer, along with renewed registration of automobiles.

No Objection Certificate (NOC): For the purpose of transferring ownership or registering their car in a different state, owners can request a NOC from the RTO. Issuing Multiple Vehicle RCs and Licenses: RTOs can provide duplicate registration certificates, driving licenses, and other important documents in the event of loss, theft, or damage. Tax collection: The state government requires RTOs to collect road tax and other payments. The tax amount varies according to the type of vehicle and its use.

Vehicle Registration Method at RTO

RTO Vehicle Registration is the legal procedure of registering and officially recognizing a motor vehicle with the Vehicle Transport Department. The procedure of obtaining an individual registration number and certificate for a vehicle.

The steps to follow are listed below:

  • To register a car, go to the nearest Regional Transport Office (RTO)
  • Collect the application form for car registration
  • Complete the form and certify the necessary paperwork.
  • To register your vehicle, fill out the form and pay the relevant payments. After submitting their application, applicants can check the progress of their car registration on the Mumbai RTO website.

Documents needed for vehicle registration at RTO.

The necessary paperwork for an RTO vehicle is listed below:

  • Passport-size pictures of the vehicle are also required. 
  • Application form, or Form 20.
  • Form 21 or a sale certificate is necessary whenever a person sells a car to a buyer.
  • Roadworthiness certificate, or Form 22.
  • Details of Auto Insurance.
  • Proof of the applicant's address.
  • The applicant must provide the temporary number of registration if they temporarily register the vehicle before registering it.
  • Trade certification (where appropriate).
  • Clearance certificate (for imported autos).

Regional Transport Office forms are used for car transactions in India. The Regional Transport Office provides these forms for car registration and regulatory tasks. They provide different functions, such as car registration, license renewal, residence changes, and vehicle transfers. Methods and standards may differ throughout India's states and regions.

Types of RTO Forms


RTO forms are used for car registration, licensing, and permits, among other things. Here are some common forms and explanations:

Form 1: This is a declaration of physical fitness and application for a learner's license. When requesting a learner's license, which enables people to practice driving under supervision, this form is utilized.

Form 2: Application for Learner's License Grant (for learning to drive motor vehicles): This form is used to submit an application for a learner's license and specifies the kind of vehicle.

Form 4: After passing the driving exam and maintaining a learner's license for a predetermined amount of time, one can apply for a permanent driving license using this form.

Form 9: Application for Driver's License Renewal: This document is used to renew a driver's license that has expired.

Form 16: Applications for Trade Certificate Grants and Renewals are used by people or organizations engaged in the purchasing, selling, or repairing of automobiles.

Form 20: Application for Motor Vehicle Registration: This form is used to register a new car.

Form 21: When a vehicle is being transferred from one owner to another, an application for transfer of ownership of a motor vehicle is utilized.

Form 28: To move your automobile from one state to another, utilize the Application for No Objection Certificate (NOC) form.

Form 29 & Form 30: When a vehicle is sold or transferred, Form 29, the Notice of Transfer of Ownership of a Motor Vehicle, must be completed. On the other hand, the ownership transfer is reported using Form 30.

Form 34: The Motor Vehicle Hypothecation/Lease Application is used to disclose a financial stake in a vehicle (e.g., loan or lease).

Form 35: It is utilized at the end of vehicle hypothecation. Form 35 of RTO is required for car owners to remove the hypothecation from their registration certificate (RC) after settling the loan.

Form 49: Notify the RTO of a change of address, which will be recorded in the registration certificate
