Latest Update on DDA

The DDA (Delhi Development Authority) has recently approved the launch of phase four of its online housing scheme on June 30, 2023

This housing scheme includes MIG (Middle Income Group) flats in Dwarka and Narela, LIG (Lower Income Group) and EWS (Economically Weaker Sections) flats in various areas such as Siraspur and Rohini, and HIG (High Income Group) flats in Jasola

The scheme is open to all, regardless of whether or not they own land or property in Delhi

The DDA has also introduced a first-come, first-serve (FCFS) housing scheme with 5,500 flats across various categories and locations in Delhi.

This scheme allows applicants to book a flat in their preferred locality by paying a token amount

The DDA is expecting Rs 4,310 crore revenue from the sale of existing housing projects, including the completion of the Narela project and the proposed Metro line, which is expected to be approved by the government soon This will result in value addition and boost demand for DDA housing flats in Narela

The DDA has also issued a warning about a fake website in the name of its housing scheme, requesting the public to be cautious and report any suspicious activities

As per the circular, the Authority is offering the carried forward MIG flats at Sector A1-A4, Narela from FCFS Phase IV at a discount of 15% to the general public and a 25% discount for all government employees including retired DDA employees.

Online Application and Allotment process for DDA Housing Scheme

The process of DDA Housing Scheme is now streamlined and conveniently online.

Below mentioned are the steps:

Step 1: Begin by visiting the official DDA website.

Step 2: Create your login credentials using your PAN and other necessary details.

Once logged in, register for DDA phase IV.

Step 3: During registration, a non-refundable amount of Rs.1180 (including GST) is payable online.

Step 4: After successful registration, explore the available flats up for grabs.

Step 5: Choose your desired flat from the options provided.

Upon selection, you'll have 15 minutes to complete the booking by making the payment online in

a single transaction.

Once payment is confirmed by the bank, your chosen flat will be reserved for you, and you'll receive a Demand-cum-allotment letter within 24 hours.

Remember, you have a maximum interest-free period of 60 days from the date of issuing the demand-cum-allotment letter to deposit the cost of the flat.

Beyond this period, an interest rate of 11% p.a. will be applicable for an additional 30 days.

Failure to pay the amount along with the interest within 90 days will result in forfeiture of the entire amount.

Before diving in, it is advisable to visit the site, inspect the flats, and ensure they meet your expectations in terms of location, size, and cost. Sample flats are also available for your inspection and confirmation.

DDA Diwali Special Housing Scheme Refund/ Surrender of Application

The DDA Housing Scheme 2023 offers various refund options for applicants depending on the time frame from the issuance of the demand-cum-allotment letter

Submitting a Request for Cancellation: The applicant must submit a request for cancellation of the allotment and surrender of the flat to the DDA office. This request should be accompanied by supporting documents that justify the reason for the surrender.

Penalty for Surrendering an Allotted Flat: The DDA charges a penalty for surrendering an allotted flat under the DDA Housing Scheme. The penalty amount varies based on the timing of the surrender and the rules set by the DDA.

Timing of Surrender and Refund Amount: The timing of the surrender plays a significant role in determining the refund amount. If the flat is surrendered within 90 days of the issue of the allotment letter, the entire application amount is forfeited. However, if surrendered after 90 days, the applicant may be eligible for a refund of a portion of the application amount, subject to the rules and regulations of DDA

Leasehold DDA Flat: It is important to note that a leasehold DDA flat cannot be sold, and modifications to DDA flats require prior permission from the DDA. Therefore, if an applicant wants to surrender their flat, they must follow the proper procedure and submit a request for cancellation and surrender to the DDA office.

Eligibility for DDA Diwali Special Housing Scheme


  • The applicant needs to be a citizen of India.

  • He/she must have attained the age of 18 years on the date of booking the flat.

  • In case of EWS flats, annual family income needs to be less than Rs.10 lakhs. While for other flats, there are no specific income criteria. 

  • People who do not fully or in part own or leasehold a residential plot or a flat having an area exceeding 67 sqm in any urban area of Delhi, Delhi Cantonment or New Delhi.

  • Applicant needs to possess PAN

  • He/she needs to have an active bank account number

  • Both husband and wife can apply for the scheme separately. In case both are selected in the draw only one will be allowed to retain the flat.

The registration for the e-auction formally began on February 28, and the first round of e-auction was conducted on January 5, 2024, for 296 apartments, out of which 274 were booked in Round 1. The second round of e-auction was conducted on February 5, 2024, for 707 apartments, and the third phase of the DDA Housing Scheme 2024 officially began on March 5, 2024

Earnest Money Deposit

To participate in the bidding process, individuals need to pay an EMD, which varies based on the type of flat they are interested in.
An earnest money deposit (EMD) is a payment made by a bidder to demonstrate their seriousness and commitment to participate in an auction or bidding process. The Bidding Process

The bidding process for the DDA Housing Scheme involves several key steps to participate in the e-auction effectively


Registration
Interested individuals need to visit the official website of DDA and create an account. They must log in using their username and password, along with a verification code or captcha


View Active Auctions
After logging in, participants can navigate to the Auction section on the left-hand side of the screen and click on the Live tab to view all currently active auctions


Select Property
Participants can choose a property they are interested in and click on the Click here to bid option. They need to agree to the terms and conditions by selecting I Agree and clicking on the Agree button to proceed


Enter Bidding Hall
Once in the bidding hall, participants can view the properties scheduled for auction in the specific slot they are interested in bidding for


Bidding Process
The bidding process typically lasts for one hour, with the possibility of extension if a higher bid is received in the last five minutes. The system allows a maximum of twenty minutes for the entire process, and the bidding time ends with a message displayed on the screen

DDA Diwali Special Housing Scheme Draw Method

The allotment of flats in the DDA Housing Scheme occurs through a computerised draw process that involves three key stages:

Randomisation of Flats and Applicants

After the completion of the application process, random numbers are allocated to each applicant and flat. Two records are then printed, known as the Cross Reference of Applicants and Cross Reference of Flats. These records are presented to judges for verification and confirmation of randomization.

Selection of Lucky Numbers

Judges select lucky numbers for both applicants and flats by picking coins numbered zero to nine from boxes. The number of boxes depends on the total digits in the number of flats and applicants. The lucky numbers determined by the judges are used for the allocation process.

Mapping of Flats and Applications

All the lucky numbers are listed and signed by the judge. These numbers are then input into a computer to map applicants to flats and make the final allotments. The process begins with the position corresponding to all the lucky numbers.

Additionally, in the allocation process, physically disabled individuals are given priority for ground floor units. For SC and ST applicants, the reservation is transferable. If the number of applications from SC is lower than the flats allotted to them, the remaining flats are transferred to ST applicants and vice versa. Any surplus flats are then allocated to the general category applicants.

How Can You Pay For Buying a House through DDA Housing Scheme

The DDA housing scheme offers three payment options for purchasing flats:

Mortgage: Applicants can opt for a housing loan by mortgaging their flat to any institution that is recognized by the DDA.

Cash Payment: Cash payment is possible through NEFT/RTGS/net banking.

Payment for Individuals with Physical Disability: Individuals with a physical disability can pay either through cash or installments.

Process to pay online for DDA housing Scheme

Applicants can pay for DDA flats online by logging into their account on the DDA website and choosing a payment method (credit/debit card, net banking, UPI, or mobile wallet).

They can then enter the payment amount and press Pay Now to complete the transaction on the payment gateway and receive an acknowledgement receipt

Alternatively, allottees can pay for DDA flats through generating an e-challan and making an online payment on the DDA official payment website within 90 days from the date of issuance of the demand/allotment letter

The payment can be made through online payment using net-banking/NEFT/RTGS from the account of allotee or a family member

The DDA housing scheme also allows for payment in installments for individuals with physical disabilities

Please note the registration amount has to be paid as per the original brochure, and the cost of flats should be submitted within 90 days from the date of issue of the demand-cum-allotment letter. The entire registration amount will be forfeited along with the cancellation of the flat allotment in case the amount is not paid within the stipulated time
