Introduction

Karnataka has introduced an auto land conversion system, which will simplify the approvals, enhance property ownership and cut delays, according to the state's revenue department. Furthermore, under this master plan, the landowners who are developers can now submit for the approval of the plan directly, followed by the automatic land conversion as part of the plan approval process.

What is Land Conversion?

The conversion of land means to change the official status of an agricultural land to a non-agricultural land, a required step to make the land legally developed for residential and commercial projects or layouts.

About the New Auto Land Conversion

The state's revenue department officials said that for the properties within areas coming under the official Comprehensive Development Plan (CDP) in the Greater Bengaluru Authority (GBA) region, the separate land conversion requirement has been eliminated by the government.

With this new system, the developers and property owners can directly apply for the approvals of building or a layout plan which is in compliance with the Master Plan, instead of getting a standalone conversion order for the same. As per the officials, once the planning authority clears the proposal, the land is automatically considered converted within that same approval window.

The main focus of the auto land conversion is to remove duplication and minimise the delays in process for the projects and land reserved for urban development under statutory plans. Integrating these two steps allows the government to promise quicker permits and less paperwork, giving everyone working within GBA limits more confidence in their projects.

Benefits of Auto Land Conversion in Real Estate Sector

Due to the introduction of auto land conversion, the main aim is to encourage organized urban expansion and drastically simplify the business process for Bengaluru's property sector. The process usually took around four to six months even for land parcels coming under the approved master plan as they were needed to go through a separate process even though the legal concept of "deemed conversion" existed.

This new law helps alleviate the burden of site buyers and clear the reputation of the revenue department and government institutions. With this reform, the objective is to reduce the development costs, maximise transparency and follow the given timelines to facilitate legal, quicker and affordable land development to help both buyers and developers, according to the revenue department.

Conversion of B-Khata Properties to A-Khata

By enabling automatic land conversion, the government has created a way for owners of unauthorised sites to finally obtain A-Khatas. This reform resolves long-term issues regarding loan eligibility and property resale for thousands of citizens across the city.

Krishna Byre Gowda, Revenue Minister, said that because of this conversion, it will become easier to get loans, approvals, increase the property value and ease transactions. Combining these measures with e-Khata and data synchronization will minimize legal disputes and bolster the security of property titles.
